How to Fix Driver’s License ‘Scrutiny’ Online in Under 10 Minutes

As a transportation consultant who has helped thousands navigate India’s RTO bureaucracy, I can tell you that seeing “Application is under scrutiny & processing at RTO Level” is not a rejection—it is a strict, mandatory verification checkpoint. According to 2026 Sarathi Parivahan platform data, over 65% of online driving license applications face scrutiny delays simply due to blurred document uploads or slight name mismatches between Aadhaar and older records.

The Ministry of Road Transport and Highways explicitly dictates the protocol, stating: “Scrutiny means the applicant has to visit the concerned RTO for physical verification of documents and submit Biometrics to complete the process.”
